OPEN POSITION: ADMINISTRATIVE ASSISTANT/FINANCIAL MANAGER

 

CLASSIFICATION: CLASSFIED CONFIDENTIAL

 

RESPONSIBLE TO: PRINCIPAL/SUPERINTENDENT

 

SALARY: $45,864.00-$50,739.00

DISTINGUISHING CHARACTERISTICS:

Ability to perform school accounts payable and  receivable functions.  Demonstrates successful experience in school district financial and business operations. Knowledge of school district budgets, accounting, payroll, purchasing. Assists with the ordering of supplies and textbooks as well as stocking necessary supplies and distributing requested supplies to staff. Performs professional school secretarial duties, including but not limited to, greeting the public, answering telephones and assisting children’s needs in the office.


KNOWLEDGE AND ABILITIES:
Microsoft Office and Excel, other modern office practices, procedures and equipment including computers, fax machine, copiers, laminators, adding machines, SACS/Everest Accounting system, Schoolwise or alternative school attendance database.  Skills include recordkeeping techniques and knowledge of district organization, operations, policies and objectives and health and safety regulations. Oral and written communication skills include correct English usage, grammar, spelling, punctuation and vocabulary, bilingual not necessary but preferred. Interpersonal skills include using tact, patience and courtesy. Telephone techniques and etiquette. Basic first aid procedures.


EDUCATION AND EXPERIENCE:
This position typically requires any combination equivalent to that of a high school diploma plus college-level business coursework and four years of progressive secretarial experience involving frequent contact with the public and school accounting knowledge preferred.

ESSENTIAL DUTIES:
Accounts Payable: audit invoices against purchase orders and other source documents and prepare invoices for payment, enter items for accounts payable and ready accounts payable for Fresno County Office of Education audit, process prepared warrants for mailing to vendors and file invoices, complete 1099 processing with vendors.

 

Accounts Receivable: create invoices and follow through until payment is received, process all incoming cash including: issue cash receipts, prepare deposits by properly coding expenses, completing deposit slips and deposit receipts with Fresno County Auditor-Controllers Office and input receipt into computer system.

 

Budgeting:  5 school accounting funds, ASB account and a revolving account while maintaining a positive cash flow. Comprising the Annual Single Budget, Unaudited Actuals, 1st Interim, 2nd Interim and Year-end close reports for the Board of Trustees, County Office of Education and California Department of Education for approval and acceptance.  Working with auditors on an annual basis to maintain proper records and accounting procedures for the district.

 

Payroll:  Maintaining Health and Welfare records, tax and PERS & STRS rates. Setting up voluntary deductions, dock and arrears payments in the payroll system.

 

Attendance/CNIPS/Federal Cash Management/Migrant/ and ASES Reporting: Running all attendance reports monthly and at P-1, P-2, and Annual to calculate and report on the school’s ADA.  Comprising all cafeteria “CNIPS:, Migrant and ASES reimbursements for proper payment. Comprising all information from the Budget to report Federal Cash Management for proper revenue requirements. All reporting periods must meet critical deadlines for compliance.

 

Miscellaneous: Working with vendors to maintain school grounds, Health & Welfare negotiations annually, making deposits of funds for several accounts into County Treasury and Bank of America. Distributes and sorts mail to correct departments/employees. Keeps track of all transcripts/awards/district information pertaining to personnel records. Assists with Pre-registration for TK/Kindergarten students, also arranging testing periods for such students. Filing of District correspondence. Ability to work closely with parents/staff and outside vendors to coordinate Annual Carnival and other fundraising campus events.
